You can definetely offer F/S picks non-standard terms, although the deal must be at least two years long. So Brisbane offered Murphy a better deal, and Travis Cloke was signed under a better deal so he'd choose Collingwood over Richmond.
I have no idea if regular draftees can be offered contracts which extend past the mandated terms for the first two years.
