Marking over a Goalie?

True.
BUT they are still ment to be aware of their surroundings and allow every player a FAIR run at the ball. The goal umpire clearly hasn't done so here.

True.

Assuming he knew King was behind him. If he did, then yeah, he was in the wrong....

The footage would indicate that he has no idea he's behind him, but to my mind it's up to him to be aware of that.
