Playing a few games a year up there is a start. Whats the population of Gold Coast? 500,000? It might be possible in the long term given that Gold Coast is the fastest growing city in Australia. But some development work would need to be done at grass-roots level to build up a fan base.

How about a 5 - 3 point split for games between sides from different states.
A visiting team get 5 points for a win, a home team 3 points for the win.
The theory is it would make home crowds less excited and the whole thing more balanced. Games between sides from the same state 4 points of course as would the Tasmanian and Canberra stuff I guess. Make Melbourne happy with there playing a "home" game in Brisbane.
What do you reckon?
