There are two types of business leaders.
Those that screw down the employee and hire at the minimum cost for the job safe therefore they themselves feel safe and smug.
Or there are those and search and take aim for who they think is THE best available for the future and are willing to pay top dollar putting both under the pump.
There are plenty of the former and few of the latter.
