On second viewing, i think i recognised the guy riding the bike - he looked very much like Jobie Dajka. Must've spotted a WADA official and so was obviously in a hurry

Oh, and the guy driving the cop car? That was Gary Neiwand, who's become a specialist in police pursuits of pushbikes for obvious reasons - the job combines his wealth of competitive cycling knowledge with his renowned ability to stalk unknowing prey
